Strategic Pillars: كيف نطور ركائز استراتيجية تقود أثراً حقيقياً؟
In today’s fast-paced evolving business and policy landscape, organizations require clarity, focus, and alignment to achieve their long-term goals. One of the most effective tools for achieving this is through the development of strategic pillars which constitute of the core themes that support the organization’s strategy and guide its actions.
This Paper describes what are Strategic Pillars and outlines best practices and lessons learned from various engagements and projects to successfully develop them ensuring optimal value creation to your organization.
Strategic pillars are the foundational focus areas that support an organization’s mission, vision, and overall strategy. They serve as the basis for key initiatives, resource allocation, and performance measurement. They may be considered as priority domains through which an organization delivers on its strategic direction.
An example of Strategic Pillars for a Saudi Governmental entity aligning and aiming to achieve Vision 2030 could be:
Strategic Pillars play a key role in supporting both the Leadership team and the organization as a whole in focusing and achieving the overall strategy. This can be achieved through:
III. Steps to develop Strategic Pillars
As a pre-requisite to start identifying the optimal organization strategic pillars, one needs to ensure a proper Current State Assessment is conducted in which it showcases the current organization’s strengths, weaknesses, gaps, and areas of improvement. Stakeholder interviews, review of current organizational strategy and relevant data, surveys, benchmarking analysis highlighting best practices, and consulting expertise all play an essential role to distinguish the current state assessment report.
Subsequently, strategy review workshop sessions including key leadership presence are essential to select and develop a well-articulated Vision showcasing where the organization visualizes itself in the long-run thus the direction it is going to take. Additionally, a clear Mission illustrating the organization’s core purpose is also an outcome of these workshops.
After obtaining a clear diagnosis of the organization’s assessment, and identifying the organization’s Vision and Mission, one can ensure a clear strategic foundation allowing us to start developing the strategic pillars.
Based on the vision and diagnosis, identify a small number of high-level strategic objectives. These should be specific and aligned with national or sector priorities (e.g., Vision 2030 for Saudi public entities). Examples of Strategic Objectives are as follows:
Review the recently developed strategic objectives, and look for common patterns among them. Then, group related goals under broad, unifying themes. These themes will evolve into the organization’s strategic pillars.
Example:
If several objectives relate to performance, culture, and governance — you might define a pillar called “Institutional Excellence.”
After grouping the Strategic Objectives into common Themes/Pillars, it is now time to define and name these Pillars. To properly define and name the pillars, each Pillar should be:
Below is an example of defined Pillars:
| Pillar | Definition |
| Digital Enablement | Enhancing digital infrastructure, automation, and e-services |
| Human Capital Development | Upskilling, leadership, and workforce planning |
| Operational Excellence | Process optimization, efficiency, and quality improvement |
| Strategic Partnerships | Collaboration with private and third sectors |
After defining the Pillars, test them with key stakeholders including but not limited to executive leadership, delivery teams, and external partners (in case required). Make sure to ask whether these Pillars reflect the true priorities of the organization; or whether these Pillars are broad enough to capture future initiatives; and whether they are focused enough to provide clear organizational direction, etc.
Pillars should not remain abstract. They should become an integral part of the overall strategy embedded in actions, budgets, and performance monitoring. Therefore, to acquire this, one should define for each Pillar the following:
From experience and in relation to what has been presented, it is advisable to avoid certain pitfalls in order to better develop and design Strategic Pillars. This includes avoiding:
